I agree that the Colonial Regulations

Committee altered the wording of C.R. 247

by cutting out the words "or payment for

work outside the scope of ordinary duties"

from the requirement of previous sanction by

the Secretary of State in order to give

Governors more discretion in such matters.

I also agree that so far as the Colonial

Regulations are concerned the approval of

the Secretary of State is only required if

the payment of such a gratuity causes an
